Job Summary: Reporting to the Director of Environmental Health and Safety, this position serves as Yale University's Radiation Safety Officer (RSO) for our registered x-ray equipment and three radioactive material licenses. The RSO manages a comprehensive radiation safety program, supervises OEHS' Radiation Safety Section, and oversees the medical health physics activities of our PET Center. Yale has 250 authorized users and 2,500 radiation workers, 1,700 of whom are assigned a dosimeter. Our RSO will need to establish professional, service-oriented relationships with customers and-as Yale's representative for licensing, reporting and inspections-will be responsible for maintaining positive working relationships with regulatory agencies. The person in this position needs to build, support and be part of work teams in our multi-disciplinary and highly collaborative office.

Required Qualifications: Eight years or more of progressively responsible health physics experience in a radiation safety program at a research university, government research facility, medical research center or a similar research/higher education work environment. Master's or doctorate degree in health physics, radiological health or other functionally-relevant field. Alternatively, a bachelor's degree in health physics, radiological health or other functionally-relevant field and comprehensive certification by the American Board of Health Physics. Comprehensive certification by the American Board of Health Physics is highly preferred. Excellent management, writing, speaking and technical skills are required.

POSITION PURPOSE
Reporting to the Director of Environmental Health and Safety, and with the support of management and fellow EH&S staff, and under general supervision this position has the responsibility to develop, manage, evaluate and continuously improve the campus program in radiation safety for UCR. The position addresses all radiation safety regulatory and operational requirements and prudent/best practices in an intensive, dynamic research and industrial growth environment, including planning for a new medical school.

Able and willing to: carry a pager and provide routine on-call coverage via pager, and respond to emergencies; enter potentially hazardous environments; and provide occasional after hours services; pass physical exam; use heavy and bulky protective equipment; legally and safely operate a two-axle motor vehicle on public roads.

ESSENTIAL JOB FUNCTIONS

10% STRATEGIC PLANNING

  • Provide strategic planning reflecting research and teaching in the context of developing a new medical school. Planning for the new medical school will include requirements for safe use of new machines and radionuclides, increased staffing, qualifications and training for staff working in new modalities, and changes to the radioactive materials license.
  • Assess and comment on legislative efforts related to the program; coordinate on relevant issues with other campuses and UCOP; advise staff on trends and developments.
  • Track emerging issues related to radiation safety; advise management on issues of concern to the growth and development of the campus and its program; participate in professional organizations and societies to keep aware of state-of-the-art developments.

60% RADIOACTIVE MATERIALS MANAGEMENT

  • Manage, maintain and enhance UCR Broad Scope Radioactive Materials license; assist principle investigators in achieving compliance with license requirements; preparation of required license applications and amendments; maintain preparation of program documentation and protocols; liaison with regulatory agencies; preparation of recommendations for the RSC based on the best understanding of current and pending regulations and practices.
  • Provide seamless integration of radiation safety programs with other EH&S programs; design programs that maximize efficiency and effectiveness, eliminate redundancy and emphasize outstanding customer service and user friendliness in all aspects.
  • Provide technical consultation, direction, advice and service throughout the University on radiation safety issues to faculty, management and administration, supervisors, and employee groups including laboratory and shop personnel, which includes recommending solutions to specific problems, including follow-on guidance and assistance toward implementation.
  • Develop and deliver information and training programs to inform researchers, management, supervisors, and employees of potential hazardous exposures, of applicable requirements, latest control techniques, and general radiation safety issues; work with EH&S training coordinator to develop training program content of consistent quality, integrity and design, and develop on-line courses.
  • Develop and implement accident and illness investigations for incidents involving radiation that will lead to appropriate intervention strategies; develop, track, and utilize various measurement and benchmarking tools to determine program effectiveness and direction; develop criteria for and utilize databases to support program activities.
  • Develop and expand health and exposure monitoring programs (e.g., ionizing radiation, non-ionizing radiation, lasers, etc.); ensure compliance with cognizant regulations; recommend medical surveillance programs for exposed employees; and work to maintain exposures as low as reasonably achievable (ALARA).
  • Review workers compensation claims related to radiation exposure to evaluate information related to claims, and investigate environmental condition related to occupational medical issues referred by occupational physicians; form and work with comprehensive occupational health and safety teams as needed.

20% RADIATION PRODUCING MACHINES

  • Maintain familiarity with the current legal requirements, guidelines and recommended good practices regarding the use of radiation producing machines; prepare information and guidelines for using specific machines and review research program descriptions of processes, procedures and instructions with respect to adequacy of control of health hazards in conjunction with the Laboratory Safety Specialist. Provide safety services to the campus community related to radiation producing machines; monitor and measure areas in question and design and recommend solutions.

5% LASERS

  • Manage and implement comprehensive program in laser safety; maintain familiarity with the current legal requirements, guidelines and recommended good practices regarding use of all classes of lasers; approve laser installation facilities and laser equipment prior to use; classify, or verify classifications of, lasers and laser systems; perform laser hazard evaluations, review and approve control measures such as standard operating procedures and alignment procedures; recommend or approve protective equipment; institute adequate laser safety education and training; determine personnel categories for medical surveillance; oversee audit program.

5% OTHER

  • Manage budgets for projects and program; supervise career and casual technical staff.
  • Provide state-of-the-art design guidance to architects and engineers related to the use of radiation.; develop pertinent specifications for building renovations, remodels and new construction; provide consultation to architects, engineers, facilities project managers and consultants on requirements for radiation uses at the university; perform plan reviews and prepare comments; integrate radiation requirements and needs with EH&S Fire Marshal; provide recommendations to solve specific problems related to the use of radiation; assess final installations for effectiveness and economy of operation.
  • Coordinate, support and integrate with all EH&S Programs (e.g., fire, waste management, industrial hygiene, lab safety, hazardous materials, biosafety, and others) in program development activities related to radiation and provide guidance to appropriate staff, committees and departments.
  • Respond to emergencies on campus, including after-hours and on-call time; manage the scene as appropriate according to the Incident Command System structure and methodology; contribute to campus and departmental emergency management, planning and response.

REQUIRED SKILLS, KNOWLEDGE, ABILITIES, and COMPETENCIES

  • Bachelor's degree in related science or engineering discipline;
  • CHP, or Eligibility for Certified Health Physicist status
  • Advanced and sophisticated programmatic skills
  • Seven-ten years experience with radiation safety in complex program implementation, at least five of which includes supervising radiation safety staff.
  • Working knowledge and experience in implementing radiation safety programs, achieving and maintaining compliance, developing and implementing best practice, and serving radiation safety customers and stakeholders.
  • Demonstrated management skills program development, implementation and continuous improvement.
  • Advanced teamwork capabilities.
  • Knowledge of laws, codes, regulations, guidelines and current technology concerning radiation safety issues.
  • Experience with laboratory and research environments.
  • Provide all services in the context of supporting the Mission of UCR, and maximizing customer service, excellence and continuous improvement.
  • Advanced training and public presentation skills.
  • Outstanding ability to communicate effectively both orally and in writing with all levels of faculty, staff, students, and representatives of regulatory agencies.

  • Demonstrated experience and ability to devise and implement control measures for the varied radiation uses encountered in an intensive, dynamic research and industrial growth environment.

Duties:
Radiation Health Engineer will prepare quarterly and annual environmental reports, assist in the setup of dosimetry systems, assist in the setup/administration of area monitoring and environmental TLD program, assist in emergency response including operation of personnel and medical decontamination facilities both here and at the Submarine Base, New London. Support the radiation laboratory in the shipyard and at the Subase, and in support of by-product material compliance. The individual will provide oversite of medical records at both the shipyard and submarine base. The individual will support external and internal dosimetry programs and become a National Voluntary Laboratory Accredited approved signatory for our dosimetry programs. This individual must be able to qualify as a radiation worker and as a radiological engineer as specified by NAVSEA 389-0288 Radiological Controls. req 07-1414..

Requirements and Other Information: Required Education/Training - BS degree in Science or Engineering or other related field is required.
Experience: Experience in the Naval Nuclear Propulsion Program is desirable. Should be familiar with environmental and radiological controls.
